I think you refer to William Bouguereau - a French painter who painted "Venus with Doves" in the 19th century. His first name was Adolphe but he never used it. Look him up on the internet

Definitely William Etty 1787-1849. Venus and her Doves, 1836 was on show at Manchester City Art Gallery recently, see the website below:
