I'm assuming you're asking what's the process to becoming a deviantart member.
if you haven't created an account yet, you can do so by clicking at the top of the page where it says "not a member?Become a deviant"
just fill in all of the information and you're good.
If you want to show what your interests are, go to the main page and click where it says "edit profile" on the right side.
On the identity section, you can upload an avatar, although you don't have to.
Then click on "user page display and fill out what ever you want to be shown on your user page.
you don't have to worry about the devMobile section until you submit artwork.
When you're done with that, you go back to the main page and click "edit settings" which is also on the right side of the page. You can change the country that you live in, your timezone, and so on. Don't worry about the Browsing or Pasties sections. They aren't really important.
Now you go back to the main page again, and click on anything else on the right side of the page that you want to change.
You can upload art or create a journal or just mess around. You can go to the help page for whatever else you need help with though.
