The Diplôme d'études en langue française (DELF) is a certification of French language abilities for non-native speakers of French administered by the Centre international d'études pédagogiques (CIEP) for the French Ministry of Education. It is composed of four independent diplomas corresponding to the first four levels of the Common European Framework of Reference for Languages.

Because you also mentioned Johannes (Jan) Vermeer, I think you probably mean Delft. It's a city in Holland famous for its pottery. Vermeer's paintings, in my opinion, were a great contribution because they feature a really beautiful use of light (many are set in front of windows to really emphasize the contrast between light and shadow). The way he layered paints to do this and especially his use of color were very good. At the time when he was painting, the other great Dutch painters (Rembrandt, Hals) didn't, in my opinion, use light and color to the same effect in their art.

It's "Delft" and it is in the Netherlands (Holland). and Jan or Johannes Vermeer (not Johnson) taught us how to paint light.

the others are right, Delft is in Holland not too far outside The Hague. For Vermeer, look into arguments for/against the use of camera obscura in his work. His works displayed typical seventeenth-century Dutch interiors with religious undertones, all with crisp detail. He's well known/well studied when it comes to 17th century genre scenes.
