You can try mailing places and buy smaller mailing tubes. They're more expensive and more sturdy, and you will need to cut them down to size, but they should work in an emergency.

The best way is still just to save the tubes from your toilet paper and paper towel rolls, though. Have you considered asking friends, family, and neighbors for some?

Um, no to sound like a jerk but I don't think they actually sell just the rolls?! Try saving the ones you use and ask your family/friends to do the same. If it's for school ask the people in your class to save them. Good luck!
