It looks like a regular illustration to me.
I could be mistaken, but I believe that's an illustration used for a Magic: The Gathering card. |

illustration probably using a variety of different programs...could be achieved with photoshop or even painter x....
takes a lot of skill and dedication but can be accomplished with a lot of passion and practice. ** There are two free programs you can use: GIMP and ArtRage (google search to find those easily)....but painter x and photoshop would probably be your best bet. |
