Photoshop, but that is probably because I am used to it. Illustrator does different things than Photoshop so a head to head comparison is probably not possible (easily).

It really depends on your intended application. Given your two choices, for web design, PhotoShop (though I highly prefer Fireworks for this, not PhotoShop). For paper publication design, especially if you need print-ready artwork with color separation, go with Illustrator.

As a professional web developer i use fireworks and photoshop for web design and graphics and for many printings but illustrator servers a completely different purpose by giving you more drawing freedom letting you make you own logos and illustrations i prefer to use both in tandem but if you only had to purchase one i would recommend photoshop.

Photoshop is the coolest program to use in graphic design. You can do anything in photoshop. Try searching for Photoshop tutorials and check out some of the things you can do with it. It is by far, the best program out there for what website layouts, but it can create a lot more than that.

mmm, depends ..

Photoshop for editing photos and optimising images.

Illustrator for scalable graphics, ie. creating logos, drawing / tracing. I am starting to use Illustrator more for web page design rather than Photoshop too.
