I think the photo you are attaching doesn't contain any special effects or photo techniques, it's just good old fashioned brush work.

It's about as close as I can get to an already existing tutorial that teaches you the exact same technique. As I previsously stated it's just regular airbrush work with some selections. The only thing different is that your version has more feathering.
And yea, a Windows logo instead od Apple's |
