Paintshop Pro works great. If you looking for a free version have a program like winrar. You can download a version for free just make sure it comes with the CD KEY CODE. Thats how i got mine

Many programs offer airbrushing. Photoshop is obviously the best (and most expensive), but there is also paint-shop pro, or even the free GIMP, which is open source. Or if you have a Mac, iPhoto, which comes with every Mac, has a really easy to use airbrushing tool, which I use all the time.

Photoshop would work just the same as Paint Shop Pro - which I use because it's far less complicated than Photoshop - they have a blemish tool that fixes any flaw in the face and skin smoothing as well - if that's what you're looking for then this is probably the best bet - if you want to do any more than that then Photoshop is probably you're best bet - just do the tutorial first or you will be completely lost! Good luck.
