Well since you've asked, I'll tell ya how I do it. I have a compost pile that I made in my backyard for the soul purpose of disposing of nasty things, mostly it's grass and weeds and table scraps, bones and paper goods but I always throw in a handful of yeast, this allows the pile to compost fast and that will also allow the paint thinner I need to get rid of to have a place to get eaten and thereby it doesnt neccessarily go into the soil, it gets absorbed by the waste and that gets eaten by the yeast and then the yeast kinda die off and then I throw in some more yeast later on and then hose it down,.....I also use this pile to throw away ashes from my grill!......it's perfect and legal and it doesnt harm anything except the yeast after a while.
