Hi,
if you have graphic tablet/pen, this would be easy, if not, you'll use freeform pen (from Photoshop tools). But first you have to prepare brush, use appropriate size (for the "wings") and go to brushes palette, decide on Hardness and Spacing, also click on Shape Dymanics > Size Jitter > Control : Fade ( this "fade is important, but everything will be clear as brushes preview will show changes in real time). Make sure that first color in color swathes is the one you want for "wings". Now open new empty layer above background image and either start drawing wings by hand, or use freeform pen ( when you click on freeform pen, make sure that in the horizontal toolbar "paths" are activated, not "shape layers" ) After you finish with your paths wings, go to Paths palette, right mouse click and choose stroke path > brush. Photoshop will stroke the wing lines for you, depending on how you prepared brush ( like described above).After couple of tries and errors, you'll certainly get what you want. You will add glare on the wings afterward, as well as mask out part of "wings" where you dont need it. If you are beginner in Photoshop, this might sound complicated, but apart from making this "manually" ( I would do this in one stroke with graphic pen), I'm afraid there is no other way.
