inxs310 asked this question on the artcone forums: Is there any shareware photo editing software out there that lets you design in the same format as adobe PSP? I have yet to find one that interests me!
Probably the closest you could come to would be something like Corel Paint Shop Pro X (formerly Jasc PSP) or a tool like Corel Painter 9.5, but the latter has a much more natural painting style to it.
GIMP is quite good, has many of the same features as Photoshop – but I just find it a bit hard to navigate and get exactly what I want.
I’d reccomend Paintshop Pro above it, though its not free.
Still, PS 7.0 still has most of the functionality most users would want, you can get it for about $60 on ebay. Or CS for… $200 by the looks of it (working off ebay.co.uk)

Also ArtRage 2 is worth checking.

Why do you not want to use Photoshop?

Wow, that’s a pretty good bargain. I should get like 5 of those lol
Seriously, 60$ for a 7.0 licence? That’s amazing.
