I tempera painted a wooden picture frame but the paint doesnt look smooth...what could i put or how could i do it to appear smooth and glossy?

Sanding it doen and redo it is one option.
Varnishing it with shellac is the second. |

In addition to the previous answer, I would suggest priming the frame or the tempera paint is likely to flake off.
